摘　　要：虽然几经历史的变迁,合法性一直是政治系统有效运行的基础要素。政治权力是政治系统实现政治统治的基础性工具。马克思主义政治学和现代民主理论都认为,政治权力的真正来源在于人民,人民的认同和支持是政治系统权力合法性的基础所在。政治合法性是人们对于现有政治系统的认可,相较于政治绩效对于合法性的构建,政治制度与政治程序的正义性作为合法性基础有着更为重要的意义。The political legitimacy has always been the basic elements even after going through many fluxes in the history. The political power is the basic tool of political system to achieve political domination. According to the theory of Marxist politics and modern democracy theory, people are the true source of the political power, people＇s identity and support is the basis of political legitimacy in the political system. Political legitimacy is the identity of contemporary political system, the justice of political system and procedure is of more significance to the legitimacy construction than the governing performance.
