摘　　要：随着公众对生态文明认识的提高和国家对环保事业的重视,我国环境管理的任务愈发艰巨,而环境管制政策是环境管理工作的理论基础和实践指导。基于这一背景,系统总结了美国、日本和欧盟等发达国家的环境管理经验,以期为我国环境管理的改革与创新提供决策参考。With the increasing public awareness of ecological civilization and national attention to the environmental protection,China＇s environ- mental management task became more arduous,and environmental regulation policy was the theoretical foundation and practice guidance of environ- mental management.
