德国十二条教改建议与我国高校教育体制改革

摘　　要：高等教育的社会价值是当今高等教育发展的时代主题,我国高等教育发展具有较为明显的国际代表性特征。从高等教育发展目标角度而言,中德两国高等教育体制改革具有一些共性特征,而在改革思想层面上,又存在一定的差异。分析两国高等教育体制改革的各自特点并取其精华,能够强化我国高等教育体制发展的创新意识,同时也能够展现出其自身的特色,并对国际高等教育的科学发展产生积极的作用。The social value of higher education is the current theme for the development of higher education. China~ higher educa- tion development bears distinct international features. Germany and China share some commonality in the goal of higher education de- velopment, while, there are also some differences in the aspect of ideology of education reform. Through analyzing the features of high- er education reforms in the two countries, and absorbing the quintessence of German educational reform, China＇s higher education de- velopment can gain more creativity, exhibit our own features, and play a leading role in the scientific development of international higher education.
