湘西地区农民体育发展的法律保障探析

摘　　要：法律是我国包括农民体育在内的一切社会主义事业顺利发展的有效保障。依托法律的保障和支持,能够更好地促进湘西地区农民体育的顺利开展,让湘西地区的农民体育走上一条健康的发展之路。体育要获得法律保障和法律支持,建立和健全体育法律保障体系,真正实现"依法治体"和坚持"依法治体"是根本。经研究发现,目前,湘西地区农民体育发展的法律保障还不完善,一是相关法律依据可操作性不强,法律责任的规定不够明晰,二是农民体育的实施保障机制不够健全,三是农民体育法制理论研究十分薄弱。因此,笔者认为,要进一步加强体育立法,进一步完善湘西地区农民体育法律保障体系,并大力鼓励相关学者加大力度对农民体育法制理论进行深入研究,湘西地区农民体育发展才能形成强有力的法律保障。The law is effective protection for the smooth development of China＇s socialist cause including farmer sports. It can promote farmer sports in Xiangxi to develop smoothly and let farmer sports to embark on the healthy developing way if it is relying on legal protection and support. Establishing and improving sports legal protection system, really achieving and insisting on sports governance according to the law are the basis for sports to obtain legal protection and support. The study found that legal protection for farmer sports development in Xiangxi is not perfect at present. Firstly, it is lack of the legal protection system as the core of farmer sports rights. Secondly, the security mechanism for the implementation of farmer sports is not perfect. Thirdly, the study for farmer sports legal theory is very weak. Therefore, we believe that only through further strengthening the sports legislation, improving the security system of farmer sports law in Xiangxi and strongly encouraging relevant scholars make deeply research into farmer sports legal theory, can it form a strong legal protection for the development of farmer sports in Xiangxi.
