摘　　要：从国内外社会治理失败的教训和成功的经验中可以得出一个共识,即完整的社会治理必须形成治理体制、治理机制、治理政策的紧密衔接与连贯。缺少任何一个环节,或其中哪个环节是松垮的、薄弱的,社会治理的整体绩效都不会太高。From the failures and successes in social governance both inside and outside China, we can come to a consensus that a complete form of governance must constitute close links and continuation between governance system, governance mechanism, and governance policies. The missing of any link, or the weakening of any link, can lead to underperformance of entire social governance.
