摘　　要：随着陆续发生在北非、中东的"阿拉伯之春"运动、世界范围内的大规模骚乱、暴乱及内战的爆发,国际恐怖主义不断向纵深发展并对新疆产生深刻影响:新疆的暴力恐怖活动进入了新的活跃期,并趋向常态化;塔利班和"基地"组织的复苏,将使中国面临更为严峻的恐怖主义威胁;在境外受训和有实战经验的"圣战"分子将对新疆构成严重威胁;中亚地区成为境外"三股势力"向新疆渗透破坏的基地;境内恐怖分子积极效仿"基地"组织的恐怖袭击模式与运作方式,在作案时间与地点的选择上更具策略性,在作案手段的表现上更为残忍、血腥,在作案手段的运用上更为智能化,并加剧了与政府的对抗程度;互联网、社交平台等新型传媒媒介成为恐怖组织或团伙传播信息的重要工具;恐怖主义组织与跨国有组织犯罪集团的合作加强。Along with the occurrence of＂Spring of Arabia＂movement in North Africa, Middle East, and large-scale of riots, revolts and civil wars worldwide, international terrorism develops continuously and deeply and makes profound effects on Xinjiang：the terrorist activities in Xinjiang got into a new active period, and inclined to normalization;the resuscitation of Taliban and al-Qaeda organization will put China in the threat of more serious terrorism;the＂jihad-ists＂ with training and fighting experience abroad will be a threat to Xinjiang; the Central Asia region becomes the base of＂Three Influences＂permeating toward Xinjiang;the terrorists at home actively imitate the attack modes and op-eration ways of al-Qaeda, and tactically choose the time and location, commit crimes more intelligently, and enlarge resistance power against government;new mediums like internet, social intercourse terrace become the important tools, with which terrorist groups spread information;the cooperation between the terrorist groups and trans-national orga-nized criminal groups has been strengthened.
