摘　　要：人口结构和家庭结构的变迁,使得老年人居住安排发生巨大变化。老年人居住安排与其照顾安排密切相关,如何构建完善的居住安排体系满足老年人照顾需求是政策制定者必须考虑的问题。从社会规范论、社会交换论和相对资源论的角度分析了影响老年人居住安排的决策因素,提出了构建合理的照顾体系,满足老年人照顾需求的政策选择方向:(1)创新社区养老与社区照料模式;(2)实现"养儿防老"到"儿女养老"观念的转变。(3)从制度上减少老年人随子女迁移的障碍。Transition in population structure and family structure leads to the elderly living arrangement change greatly. The elderly living arrangement has a close relationship with their care arrangement. How to build a complete living arrangement system and meet the demand of the elderly care is the key issue that policy-makers should face. Factors affecting the elderly living arrangement deci- sion-making are analyzed according to the theories of social norms, social exchange and relative resources. A series of policies are proposed to build a rational care system and satisfy the elderly demands. （1）To innovate the endowment and care modes in communities. （2） To change the conception from sons responsible for endowment to both of sons and daughters responsible for endowment. （ 3）} Government institutionalizing the support of the elderly migrating with the son or daughter.
