摘　　要：目的:通过对山东省非公立医院与公立医院的运营情况进行比较,了解非公立医院运营现状,分析存在的问题及原因,为其更好的运营提供建议。方法:利用2009-2011年山东省卫生统计信息中心的统计数据,对非公立医院与公立医院的经济运行、服务能力、服务效率及医疗费用等进行分析。结果:非公立医院服务能力逐年增强,2011年诊疗人次达1659.8万人次,其中,门急诊人次1564.6万,住院服务量占比稍低;总体服务效率不高,床位使用率在50%左右,病床平均每年周转20余次,与公立医院有明显差距;非公立医院住院医疗费用优势明显。结论:非公立医院在医疗服务提供中的作用逐渐增强,但是市场份额较小,服务能力及效率还有待提高,其生存压力较大,并且面临人才匮乏及诚信危机等问题。建议:政府继续完善相关配套政策,在准入、人才、税收、监管等方面给予扶持,营造公平的办医环境,同时医院应加强自身内涵建设,重视履行社会责任,提供高质量且价廉的服务,树立良好品牌形象。Objective： To compare the operation of non-public and public hospitals in Shandong province, have a good knowledge of non-public hospitals＇ operation status and analyze the existing problems and reasons so as to provide suggestions for perfecting the further operation. Methods： Analyzing the economic operation, service capability and efficiency, medical fees of non-public and public hospitals, according to the data from 2009 to 2011 from Shandong Province Information Center for Health Statistics.Results：The service capability of non-public hospitals increased year by year.By the year 2011, the total visits reached 16.598 million, including 15.646 million of outpatient and emergency visits, and the proportion of hospitalization services was relatively low.Compared to public hospitals, the service efficiency was not high enough, for the utilization rate of beds （about 50%） and the rates of turnover （about 20 every year） were significantly different, but the lower medical fee, espe-cially for hospitalization, was the preponderance.Conclusion： Non-public hospitals have enhanced the role in health service delivery systems, but the share, service capability and efficiency should be further improved.They have great survival pressure and face problems such as lack of talent and crisis of trust.Suggest government continuing perfecting the relevant supporting policies, giving support in access, talent, taxes and regulation and building fair environment for competition, at the same time, non-public hospitals should strengthen its connotation construction, realize the great importance of performing social responsibilities and provide high quality and low price services, establishing a good image.
