摘 要:国际原油价格跌宕起伏,带动国内原油和成品油价格剧烈波动,对国内能源安全和经济安全构成严重威胁。中共十八大报告提出深化资源性产品价格和税费改革,意在化解国际和国内双重困境。首先,回顾现行国际原油市场基本结构和价格形成机理。其次,分析中国原油定价机制面临的改革困境,包括国内计划价格特征明显、国际市场缺乏相应定价权。再次,提出要在产业政策和税费政策改革的推动下,完善资源使用制度和开发补偿机制,重构税费体系,发展国内石油市场,尤其是期货交易,通过市场化定价奠定国际原油定价中的"中国话语权"。The international crude oil price changes drastically, which brought the severe fluctuation in the domestic crude oil pride and refined oil price, and made a severe threaten to the domestic energy safety and economic safety. The report delivered at the 18th National Congress of the Communist Party of China (CPC) proposed to deepen the resource product price, tax and fee, aiming to overcome the international and domestic dilemma. First, this paper reviews the basic structure of international crude oil market and the price formation mechanism. Second, this paper analyzes the reform dilemma of China's crude oil pricing mecha- nism, including obvious domestic planned price, lacking of relevant pricing rights in international market. At last, this paper pro- poses that the resource using system and exploration compensation mechanism should be improved under the promotion of indus- trial policy and tax and fee reform, the tax and fee system should be rebuilt, the domestic petroleum market should be developed, especially the futures business, and the “China's Voice” in the market pricing should be established by marketization.
