摘　　要：介绍了美国、欧盟、日本等发达国家和地区质量人才培养教育的发展历程,总结了其在质量高等教育和职业教育方面的主要做法,为我国实施质量人才队伍建设提供参考。This paper introduces the development process of cultivation and education of quality personnel in developed countries and regions such as America, European Union and Japan, summarizes their main practices in higher education and vocational education and provides references to the construction of quality personnel in China.
