关于反腐败体制机制创新和制度保障的几个基本问题

摘　　要：《中共中央关于全面深化改革若干重大问题的决定》第36条专门部署"加强反腐败体制机制创新和制度保障",充分表明其在全面深化改革大局中的重要地位。反腐败体制机制创新和制度保障可分解为相辅相成、各有侧重的三个方面——反腐败体制创新、反腐败机制创新与反腐败制度保障,它们分别指向"谁反腐败"、"怎么反腐败"、"凭什么反腐败"这三个问题。加强反腐败体制机制创新和制度保障是一项系统工程,需要突出纪律检查体制机制改革这个重点,强化法治在反腐败中的重要作用。Article 36 of The Decision of CPC Central Committee on Several Major Issues Concerning Comprehensively Deepen-ing Reform stipulates expressly“strengthening the innovation of anti-corruption system, mechanism and institutional safeguard”, which fully shows its importance in the comprehensive deepening of reform. Innovative system, mechanism and institutional safeguard for anti-corruption could be divided into three aspects which supplement each other and focus on different aspects. They include innovation in anti-corruption system, creation in anti-corruption mechanism and protection of anti-corruption in-stitution. The three aspects solve the three questions： who fights against corruption, how to fight against corruption and what contributes to the success of anti-corruption. It is a systematic engineering to strengthen innovative system, mechanism and in-stitutional guarantee for anti-corruption. We should focus on the reform in discipline inspection system and reinforce the impor-tant role of the rule of law in anti-corruption.
