美俄欧天然气管网运营管理模式比较及启示

摘　　要：美俄欧天然气管网运营管理模式各有特点,但不论何种经营模式,都受到政府的大力支持与严格监管。我国油气管道运输业尚处于发展初期,现阶段采取的油气开发与管输服务一体化运营管理模式,符合世界油气管网的发展规律。我国油气管道发展过程中暴露出的各种问题,需要在改革的过程中加以解决,但应本着循序渐进的原则,分步骤、分阶段地逐步改革。建议:1)继续发挥国有石油公司在油气管网建设和运营中的主导作用;2)以国家为主导统筹规划全国油气管网;3)加大政府对管道投资、管输定价及土地征用方面的政策支持力度;4)完善政府对油气管道运输业的监管。Comparison of US, Russian and EU natural gas pipeline network operating and management systems reveals that every system has its own advantages and disadvantages. There is no optimal system to be learned from. Regardless of business model, they are all subject to the government's strong support and strict supervision. The oil and gas pipeline industry in China is still at an early development stage. It is therefore consistent with historic development in the rest of the world to have oil and gas development and transportation services integrated in China right now. But restructuring of the pipeline system is required in order to solve problems exposed in the development process. This kind of reform should take place step by step according to the principle of a phased gradual and orderly process. Some suggestions include: 1) continue enhancing the leading role of state-owned oil companies in pipeline network construction and business operation; 2) use the State to lead in planning the national natural-gas pipeline network; 3) strengthen government policies to manage pipeline investment, transportation service pricing and land expropriation. 4) improve government supervision of the oil and gas pipeline transportation services industry.
