摘　　要：2014年下半年国际原油价格大幅下跌以来,全球深水油气项目所受影响不大,勘探开发依然活跃,其中美国墨西哥湾未受影响,深水油气勘探开发势头不减;巴西深水油气开发受油价影响不大,腐败案致投资缩减、资产剥离;挪威海域受到一定影响,但仍具有较好前景;西非深水油气受影响较大,但重大发现项目依然正常运行;亚太深水油气受到波及,但发展前景依然乐观。面对低油价环境,国际大石油公司在正常推进深水油气项目,部分公司结成战略联盟以共担投资风险,且更加依靠技术创新以降低深水项目成本。未来,深水油气投资可望保持稳定,产量将继续增长,但承包商和服务商将受到较大的压力。中国石油企业应坚定海洋油气勘探开发方向,发展海上油气业务战略不动摇。同时,充分利用低油价的发展机遇,并以国家南海油气开发为契机,多渠道拓展海上油气开发能力,力争为我国油气资源的战略接替开辟新的重要领域。The international crude oil price drop in the second half of 2014 has had the following impact in the world's five main deepwater oil and gas regions: deepwater oil and gas exploration and development in the US part of the Gulf of Mexico has continued unabated; net deepwater development disinvestment and asset divestiture in Brazil have been due mainly to the corruption scandal; the Norwegian Sea and the Asia-Pacific region have been affected but still hold good prospects; although deepwater oil and gas in West Africa have been greatly affected, major discovery projects there have continued to operate normally. In the face of low oil prices, major global oil companies have continued deepwater oil and gas projects, some forming strategic alliances to share investment risk, and they are relying increasingly on technological innovation to reduce project cost. Investment in deepwater oil and gas is expected to remain stable and production to grow. However, there will be comparatively big pressure on contractors and service providers. China's oil companies need to conduct offshore oil and gas exploration and development in a firm direction and develop an unwavering offshore oil and gas business strategy. Meanwhile, they can take full advantage of low oil prices and South China Sea oil and gas development opportunities to further channel and expand their capabilities in offshore oil and gas development, working hard so that China's oil and gas resources strategy takes over and opens up important new areas.
