摘　　要：[目的]比较不同时期医院等级评审办法的主要内容异同,探讨医院评审政策的存在问题与改进措施。[方法]采用内容比较研究方法,对1989-2011年4个国家级医院评审办法中的主要内容进行比较。[结果]针对评审目的、原则、方针、范围、标准、级别、等次、组织、实施、结果使用、监督管理、附则要求等12项指标,除"评审目的"在不同时期医院等级评审办法中保持一致外,其他各项比较内容在89版、95版、11版、12版评审办法中均有明显变化,变化率为91.67%;其中评审原则、评审方针和监督管理为3项新增内容。[结论]新评审办法对评审方针、原则、标准、组织、实施、监督方面的明确规定体现了现代医院管理的科学性和先进性,但在评审标准调整、区域规划落实、医院分级界定、等级结果使用、扩大社会参与、医院参评要求等方面存在众多政策瑕疵,建议尽快修改评审办法,以便更好地规范医院等级评审工作。Objective To compare main similarities and differences contents on the screening method of hospital grade accreditation in different periods, explore the problems and improvements about the hospital accreditation policy. Methods Main contents on the screening method of four national hospital accreditations from 1989 to 2011 were compared by means of content comparison. Results According to accreditation purposes, principles, guidelines, range, standard, rank, grade, organization, implementation, results using, supervision and management, supplementary provisions twelve index. Except accreditation purposes kept consistent in the screening method of hospital accreditations from 1989 to 2012, all the others had been changed significantly, and the rate of changes was 91.67%, of which the principles, guidelines and supervision were in new contents. Conclusions New accreditation clearly defined the guidelines, principles, standards, organization, implementation and supervision, it reflects the scientific and advanced of modern hospital management. However, there are many policy flaws in accreditation standard adjustment, implementation of regional planning, hospital stratified defined, grade results using, expand community involvement, requirements of hospital participating accreditations, etc. It proposes to amend the review as soon as possible in order to better regulate hospital accreditation.
