公立医院运营中的委托代理问题探索

摘　　要：医疗服务的市场化导向引出了一系列委托代理关系。本文通过回顾我国医疗卫生体制中公立医院委托代理的类型,总结出公立医院委托代理具有行政化、多层次、复杂性的特征,分析了这一委托代理关系存在的所有者缺位、代理链冗长等问题,在此基础上提出完善公立医院的激励机制、强化监督约束机制等对策建议。The market-oriented health care leads to a series of principal-agent relationships.This paper reviewes the types of principal-agent relationships in public hospitals,summes up the features of the entrusted agency,such as administrative,multi-layered and complex.Then the principal-agent problems of the lengthy chain of agency,the absence of owners and so on are analyzed.In this article,some suggestions are proposed：the incentive mechanisms of public hospitals,strengthen the supervision and restraint mechanisms and so on should be improved.
