新疆区域经济与生态环境协调度评价与优化

摘　　要：构建区域经济与生态环境评价指标体系,运用协调度模型测评新疆及15个地州区域协调度。研究表明:2005—2012年新疆区域经济与生态环境由弱协调发展为协调良好。从时间维度来看,区域协调度呈现V型变化趋势;从空间维度来看,伊犁州基本协调,克州、喀什地区、和田地区不协调,其余地州均为弱协调;从地区划分上看,北疆区域协调度最高,东疆次之,南疆最差。在耦合协调分析的基础上运用灰色关联度分析法探讨区域经济与生态环境协调发展的影响因素,从影响区域经济发展水平的13个因素看,社会固定资产投资、第三产业比重对区域经济发展影响最大;从影响生态环境的12个因素看,三废排放量对生态环境影响最大。基于以上研究,给出提高新疆区域经济与生态环境协调发展水平的应对措施。The paper builds up an evaluation index system of regional economy and ecological environment coordination and uses a coordination model to calculate regional coordination of Xinjiang and fifteen areas. The study finds that the coordina- tion degree between regional economy and ecological environment changed from week coordination to good coordination from 2005 to 2012. Coordination degree presents a trend of ＂V＂ from the time dimension, and regional coordination degree of Yili is in the basic coordination degree. Basque, Kashgar, Hetian are not coordinated, and the other areas are weak coordi- nated among the 15 areas from the spatial dimension; regional coordination of northern Xinjiang is the best; eastern Xin- jiang is the second, and southern Xinjiang is the worst. The paper uses grey correlation analysis methods to explore the in- fluence factors of coordinated development of regional economy and ecological environment. Social shareholder＇ s invest- ment and third industry are the largest factors in the 13 factors which influence regional economic development; three waste emissions are the largest influence factors in the 12 factors which influence ecological environment. Based on the above re- search, the paper offers suggestions to improve the coordination between regional economv and ecological environment.
