我国档案管理服务外包法规标准建设研究

摘　　要：调查表明,我国档案管理服务外包法规标准建设方面存在法规标准建设总体上滞后于实践需要,对于法律责任规定不明确,对从业人员素质要求不具体,对基础设施条件要求不严格,缺乏业务操作指南和服务价格指导,法规标准执行力差等问题。建议加快国家层面的立法,完善现有地方法规制度,出台相关标准指南,借鉴国外有益经验,加强档案行政执法和第三方评估。According to the investigation, there are some problems in the laws and standards of archives management service outsourcing in China, including the lagging construction of laws and standards, the uncertainty regulations in the law responsibility , the indeterminate requirements of personnel quality, the inexactitude requirements of infrastructure construction, the lack of business operation instructions and service price guidance, the ineffective implementation of laws and standard. Base on this, we suggest strengthening the national legislation, improving the existing location regulations, unveiling the related standard guidelines, making full use of the experiences from abroad, strengthening archival administrative enforcement and the third square evaluation.
