伪满省级公署公文文体与文书制度研究

摘　　要：自"康德元年"起,伪满各省公署中的总务厅掌管机密事项及文书事项,系各省负责公文撰制与文书处理之中枢机构,总揽文牍,位殊权重。伪满中央政府先后颁行的《暂行公文程式令》、《公文程式令》、《关于训令及其他公文程式之件》以及地方公署实施的《锦州省文书处理规程》、《文书编纂保管规程》等公文法令,钩织了伪满各省级公署细密而殖民化的文书制度。各省使用的"省令"、"训令"、"批"等属下行文体,所用"呈"属上行文体、"公函"等属平行文体、"布告"属泛行文体,其公文文体功能复杂、体系繁密。而收受与分配、判行与发送等程序,则构成了伪满各省级公署公文处理的收发规则。The General Office in the provinces of Puppet State of Manchukuo in charge of clerical matters since 'Kangde first year', it is the center of document writing and file management in every provincial governments. The government of Manchukuo successively promulgated some laws and regulations of document, such as 'Provisional Documents Act' 'Act on the Official Document System' and 'Decree on Instructions and other Documents Program', etc; combined with local laws implemented by some provinces,the specific and colonial official document system was set up in every provincial government. The style of official documents in provincial governments, such as Provincial Government Notice, Official order, Official Reply(belong to downlink style), Report to superior(upgoing style), Official Letter(belong to parallel style),Announcement(belong to general style), etc, revealed complex function and sophisticated system. Based on document processing rules implemented by Jinzhou province, the procedures of receipting and dispatching documents were fully analyzed.
