摘　　要：底层知识青年问题是当前值得我们特别重视的一个问题。他们主要由一些有一定文化知识和见识,但没有被纳入国家体制内,没有稳定工作,生活漂泊的年轻人组成。由于其相对剥夺感较强,近几年一直是我国群体性事件的主要参与者,成为影响社会稳定的一个巨变量。党的十八届三中全会提出,推进国家治理体系和治理能力的现代化,探索多元共治新路径,这为进一步做好底层知识青年工作提供了良好契机和崭新视角,我们借此可以更新观念,创造性地做好青年工作。The underlying knowledge youth problem is a problem worthy of our special attention at present. They mainly consist of some certain cultural knowledge and insight youth who are not included in the state system, have no stable job and with drift life. Because of its strong sense of relative deprivation, they have been the main participants of mass events in china in recent years and become a giant variable, of social stability. The eighteen plenary session session of the party put forward to promote modernization of the national governance system and management ability and explore multiple new governance routes. This provides a good opportunity and new perspective for further improve the underlying knowledge youth work. We take this to renew the idea and creatively make the youth work.
