摘　　要："农民"转"市民"问题是近年来政府和公众关注的焦点,也是我国现代化发展和社会结构变迁的必然趋势,能否顺利进行,将直接影响整个国民经济发展的敏感神经。从"农民"转"市民"进程中政府角色的缺位入手,试图对政府在这一问题上的履责路径做以探讨。政府只有担当起制度创新推动者和管理服务创新者的角色,才能更好地推进"农民"转"市民"进程。Peasants’transforming into citizens has become an irresistible trend of our nation’s development andsocial structural evolution. The issue,continuously in the limelight of our governments and the public,willdefinitely have a profound impact on our national economic development. Based on a preparatory discussion on thegovernments’absence in the process of peasants’transforming into citizens,the article focuses on the aspects andfields the governments should bear responsibility for the transforming. The article contends that,only whengovernments play a role of an institution innovation propeller and an innovator of administration and service,canthe process of peasants’transforming into citizens proceed rapidly and smoothly.
