粤苏皖经济双核发展模式的比较研究及启示

摘　　要：非均衡发展理论在发展经济学中是重要的理论分支,是重组生产要素、提高生产效率的重要发展模式,其中"双核"和"多核"发展模式被学界广泛重视。本文以"首位度"和修正的"带动指数"作为指标,考察双核模式发展的有效性,以国内"粤苏皖"双核发展为例说明安徽作为中国中部重要省份,未能有效发挥"双核"带动作用,经济功能定位存在偏差。由此,本文提出培育安徽双核模式是较好的发展战略,就安徽"双核"的生产要素吸引力仍显不足,带动辐射能力弱的问题,提出"安徽双核强化战略",即做大做强芜湖市,向东向南辐射,形成沿江城市群,合肥市向西向北辐射,提高服务业发展水平,带动六安、两淮、阜阳、蚌埠,大力发展制造业。Non- equilibrium development theory,an important theory in Development Economics Branch,is to reorganize the productive factors,important development model to improve production efficiency,including 'dual- core'and 'multi- core'development model. This paper puts forward development strategy of Anhui dual- core model,whose attractive factor of production is still insufficient and weak led radiation problem.'Dual- core strengthening strategy of Anhui Province'is bigger and stronger in Wuhu city,eastward to the South of radiation,the formation of cities along the Yangtze River. Hefei city 's westward radiation improves service levels,drives Lu'an,Huaibei,Fuyang,and Bengbu,and vigorously develops manufacturing industries.
