摘　　要：党的十八大做出的"建设海洋强国"的战略决策,给因海而兴的辽宁带来重大的历史契机,利用省级海洋经济运行监测系统采集全省海洋经济运行数据,通过收益还原法、市场价值法、直接求和法、污染事故经济损失评估法等构建海洋经济发展潜力评估方法,综合分析全省海洋经济发展潜力,得出全省海洋经济发展的优化途径,以期有助于全省海洋经济的创新与发展,为省级海洋经济运行评估系统建设提供借鉴和参考。The strategy of ＂establishment of marine power＂ is decided on the 18th National Congress of [he Communist Party of China, which brought great historic opportunity for Liaoning throve by sea. Marine economy run data of Liaoning Province is collected by the provincial marine economic operation monitoring system. The income reduction method, market value method, direct summation method, pollution accident economic loss evaluation method and other methods construct the marine economy development potential evaluation method to comprehensively analyze the marine economy development potential, conclude the optimization path of marine economic development of Liaoning. It is helpful for the innovation and development of marine economy, and provides reference for the construction of marine economy operation and evaluation system in Liaoning Province.
