摘  要:针对目前城市防洪系统综合评价模型常忽视指标间的模糊性和关联性问题,从防洪系统和社会经济系统两大方面建立城市防洪排涝指标体系,分别采用网络分析法(ANP)确定各评价指标的权重,物元可拓模型(MEA)确定关联度,将ANP模型与MEA模型进行耦合建立城市防洪系统综合评价的ANP-MEA模型,并将其应用于宿迁市的防洪系统评价中。结果表明,宿迁市防洪系统等级为"较完善",即防洪系统基本能保障城市安全,与实际情况基本相符。Aiming at the problem that fuzzyness and correlation between indicators are ignored in comprehensive eval- uation model of urban flood control system, this article established the index system from two aspects of flood control system and socio-economic system. ANP model is used to determine the weight of each index. MEA model is adopted to determine the correlation degree. Coupled the ANP model with the MEA is applied to establish ANP-MEA model for e- valuation of urban flood control system. Finally, the ANP-MEA model is applied to Suqian City. The results indicate that the level of Suqian's flood control system is better and it coincides basically with the actual situation, which means that the flood control system could basically guarantee the safety of the city.
