摘 要:本文通过评测中国北方典型省会城市哈尔滨的医疗建筑网络对突发性传染病的防控能力,模拟哈尔滨市在突发性传染病爆发时医疗建筑网络的反应过程,得出城市应对突发性传染病的优势和劣势,进而对城市医疗建筑网络提出客观、直接和明确的建设发展指导意见。评测选用防控突发性传染病的医疗建筑网络模糊综合评价模型,对哈尔滨市医疗建筑网络在突发性传染病发生前的预防能力、突发性传染病发生过程中的救治能力和突发性传染病发生后的恢复能力进行评测,评测结果为哈尔滨市医疗建筑网络应对突发性传染病防控能力基本系统具备,但系统中25%的专项评价指标出现预警,直接导致网络出现防控漏洞。结合具体模型数据,本文建议加强系统联动、强化网点监测、注重功能转换和控制信息疏导。Through the evaluation of the capacity of the emergent infectious diseases prevention and control of the medical building network in Harbin--the typical capital city in Northern China, the article simulates the city's reaction process in its outbreak, analyzes the city's strength and weakness in the response and then puts forwards the objective, clear and direct suggestions for the construction and development of the urban medical building network, it chooses the fuzzy comprehensive evaluation model to assess the prevention capability before the outbreak, the treatment capability through the outbreak and restoration capability after the outbreak, and the result shows that Harbin's medical building network has the basic system to deal with the emergent infectious diseases, but 25% of the special evaluation indexes are warning, which means the network has loopholes. Combined with the specific data of the model, the article proposes to strengthen the system interaction, reinforce the network monitoring, emphasize the function transition and control the information channels.
