“双新”背景下我国城市群空间协同发展研究——以长三角城市群为例

摘　　要："十二五"规划行将收官之际,国家将推进新型城镇化和应对经济新常态提升到下一个五年规划的重要位置。"双新"背景下,我国的城市群除了要继续担负好新型城镇化主体形态的责任外,以城市群引领和优化重组区域经济格局也将成为其重要职责。本文以长三角城市群为例,在空间发展阶段梳理、现状及趋势研判的基础上,提出"双新"背景下长三角城市群空间协同格局的总体思路与变革方向,以建立适应新时代要求、加快释放改革红利的城市群空间载体,为"十三五"时期我国城市群建设的发展导向做出初步探索。At the end of the 12th Five-Year Plan period, new urbanization and economic new normal are listed as primary tasks in the coming Five-Year Plan of China. Under this ＂double new＂ background, China＇s city clusters, a main subject to continuously promote new urbanization, will also lead the trend of regional economic structure reconstruction. Taking the Yangtze River Delta （YRD） Region as an example and based on the stages, status quo, as well as trends of spatial development, this paper proposes the general idea and reform direction of the coordinated pattern of the YRD Region in the ＂double new＂ context, so as to establish city clusters as spatial carriers to meet new challenges and quickly release the reform dividend and to make a preliminary exploration on China＇s city cluster construction for the 13th Five-Year Plan period.
