摘　　要：城市地下管线规划管理工作是城市规划管理体系中的有机组成部分,相对于地上项目实施管理机制的日臻完善,地下管线规划管理机制还存在若干不足。本文从规划实施管理的角度入手,分析了现行地下管线规划管理机制的两个特征和四个"轻重不均"的问题。结合未来的发展趋势,设定地下管线规划管理机制的优化目标和原则,在此基础上从组织、运行和配套三个方向提出地下管线规划管理机制优化的四个重点内容。In comparison with the ground project that has an increasingly complete implementation and administration mechanism, there are still deficiencies in the mechanism of underground pipeline planning administration, an integral part of urban planning management system. From the perspective of planning implementation and management, this paper analyzes two characteristics and four issues concerning the current underground pipeline planning administration mechanism. In combination with the development trend, the paper proposes the goal and principle of the underground pipeline planning administration mechanism optimization. Based on that, it puts forward four key points for improving the underground pipeline planning administration mechanism from the perspectives of the organization, operation, and supporting mechanisms.
