欧盟农业支持状况演变及其政策改革分析

摘　　要：基于经济合作与发展组织(OECD)农业支持指标体系对欧盟农业政策支持状况进行分析表明,欧盟对农业生产者的支持补贴与农业支持总量基本一致,近年来虽有所下降,但一直以来为较高水平;对一般服务支持总量变化不大,但结构上有一定调整;对农产品消费者的补贴则逐年提高,农业支持总量较为平稳。欧盟通过实施价格支持到收入支持的改革,农业补贴扩展到对农村发展和环境保护的改革以及农业支持政策的市场化调整,适应了国内外市场环境的变革与挑战。欧盟农业支持水平及结构政策的演变和改革,为中国农业发展及其农业支持政策完善提供了一定的借鉴与启示。Based on agricultural support indicators developed by OECD,support to producer in European Union declined in the past few years,but kept a higher level.The support to general services changed very little,but had some adjustment on the structure.The subsidies for agricultural products consumers are rising in resent years,and total agricultural support is relatively stable.Relatively comprehensive system of agricultural support is formed in the European Union including price and income support,agricultural subsidies,rural development and environmental protection of domestic support policies,and international agricultural products trade policy.Agricultural policy and reform in the European Union has a certain reference and suggestions for agricultural development and agricultural support policy for China.
