摘  要:明晰的产权关系是保证经济效率、优化资源配置的基础,是决定集体建设用地能否流转的前提。明确的产权界定作为市场交易的前提条件和出发基础,对市场交易成本高低起着直接决定作用。从产权角度来看,我国目前的农村集体建设用地流转呈现出了土地产权主体多元化、产权关系不清等特征。因此在政策推进中,应围绕搭建土地产权市场这一最优平台,深化改革城乡土地制度,明确产权主体的各项权利,建立集体建设用地流转市场,从而实现集体建设用地有序合理流转。Clear property right relation is the basis of economic efficiency, the optimization of the allocation of resources, and the premise to decide whether or not a collective construction land can circulate. Clear definition of property rights trading market prerequisite and basis, the market transaction cost play a decisive role directly. From the perspective of property rights, China's current rural collective construction land circulation presented the diversification of land property rights, such as the characteristic of unclear property right relations. Therefore, the promotion of the policy should focus on the optimal platform structures, land property rights market, and deepen the reform of urban and rural land system, clarify the property rights , establish collective construction land circulation market, so as to realize the reasonable and orderly circulation of collective construction land.
