摘　　要："三规合一"是当前城乡总体规划的创新方向。研究结合城乡总体规划编制实践,在"三规合一"的新背景下对"三规"不协调的根源问题进行分析,提出城乡总体规划编制过程中"三规"衔接的核心问题,并基于此对城乡总体规划的发展趋势进行分析,提出城乡总体规划应以协同规划为导向,从发展目标、空间平台、空间管制和机制建设等方面加强"三规"协同,通过共同目标、多维视角和联合审查等手段加强城乡总体规划的可实施性,为新时期城乡总体规划的编制提供了新的思路。“Three plans integration”is an orientation of present urban-rural master plan innovation. The paper analyzes the problems of“three plans”disintegration, indicates the major problem in master plan compilation, raises three plans coordination suggestions in development vision, spatial platform, spatial governance, and institutional development, increases master plan feasibility through shared goal, multiple viewpoints, united examination, and provides a new concept for master plan compilation in the new era.
