城乡统筹视野下推进“多规协同”的重庆实践

摘　　要：促进各部门、各规划之间的协同是国家和地方一直在探索、思考的问题。目前,全国各地普遍开展了"两规合一""三规协调""四规叠合""多规整合"等创新型规划的研究工作,但实际效果有限。重庆作为统筹城乡综合配套改革试验区,一直在探索促进"多规协同"的规划编制和管理改革,近年来的主要实践经验包括:以城乡总体规划作为统筹各类规划的平台,以规划全覆盖推动"多规协同"的实施,以规划委员会作为组织协调平台,以各部门适用的大数据系统作为技术支撑平台,重点推进城乡规划和土地规划之间技术标准的协同等。重庆"多规协同"的经验将对我国其他城市有所借鉴。Departmental and planning coordination is a critical issue at both national and local levels. Planning integration studies have been conducted widely yet with little ef ects. Chongqing is the experimental zone of urban rural integration reform, and has been exploring“multiple plans coordination”. Chongqing experience includes：urban rural master plan is the platform of dif erent plans integration;ful-coverage planning promotes multiple plans coordination;planning committee is the organization platform;a big data system can be used by dif erent departments;technical standard coordination is critical in urban rural planning and land use plan.
