摘　　要："多规合一"是新时期规划编制与管理的重要工作途径。研究在分析多规间的差异与共性的基础上,归纳、总结"多规合一"的本质,并从规划编制与实施的角度出发,以空间要素、事权管理和技术标准为导向,探索"多规合一"的普适方法,总结出"一张图"、数据库和协同机制等核心成果内容,探索一条区域协调发展、生态包容共生、城乡互促共进、资源高效利用的规划编制与管理新途径。Multiple plans integration is an important approach of planning compilation and management in the new era. The paper analyzes the dif erence and similarity of dif erent plans, concludes the essence of“multiple plans integration”, and studies universal method of planning integration from spatial elements, management, and technical standard. The paper concludes key products in multiple plans integration：one drawing, database, coordination mechanism;and studies new planning compilation and management approach for regional coordination, ecological coexistence, urban rural interaction, and high efifciency resource utilization.
