摘　　要：《国务院关于加快发展现代保险服务业的若干意见》将现代保险服务业上升到社会治理能力的重要标志,保险业的发展要立足于服务国家治理体系和治理能力现代化,将保险功能回归到经济补偿机制和强化风险管理核心功能,这既是保险服务业能够服务于国家社会治理的原因,也是加快发展现代保险服务业的基本要求。保险服务业要根据政府和市场对保险服务业的需求,充分利用政府的相关税收优惠和扶持政策,积极参与政府公共服务采购、保障民生和协助企业提质增效,并通过不断提高自身的信用体系建设和风险管控能力,在做大做强保险业的同时,更好地服务于国家治理体系和治理能力现代化。The State Council＇ s Opinions on Accelerating the Development of Modern Insurance Service Industry raise the status of the modern insurance industry to be an important indicator of the social governance capability. The development of the insurance industry depends on its serving the national governance system and modernization of the governance capability, thus reiterates the insurance industry as a financial compensation mechanism and the requirements for strengthening its core risk management function. This is the reason for the insurance industry to be able to serve the social governance, and the basic requirement of accelerating the development of the modern insur- ance industry. It should seek development according to the needs of government and market, fully capitalize on government tax incentives and supports, actively take part in the government procurement for public services, guarantee people＇ s livelihood and assist enterprise with quality and efficiency improvement, and do better to serve the national governance system and social governance capacity modernization through struction and systemic risk control capability while developing strongly constantly improving its credit system conupgraded scale.
