摘  要:将研究范围界定在陆上丝绸之路的中亚经济带,基于"丝绸之路经济带"各国资源供给与需求、我国商品不良信誉认知对中亚各国不良信誉的影响,剖析"中国制造"面临的多维困境,通过设计政府作用、定位适宜程度的判别标准和梳理我国政府已做工作,提出在三个层面应对不良信誉。在"社会声誉良好"指标层面,对内提升产品质量,对外采取声誉弥补与危机机制以分别应对产品质量不高、市场开拓和声誉修复的困境;在"成本经济"指标层面,选择适宜的出口产业和产品解困产业失衡、出口商品结构落后,并利用技术创新解困成本上升;在"回报合理"指标层面,走品牌创新之路解困自主品牌缺失,并着力应对贸易争端解困贸易限制加剧,以争取合理回报。The most concern for countries engaging in trade is to gain economic benefit, among which the role of government is self-evident.The new role of Chinese government under the background of newly-established in-ternational standing and the emphasis on the Silk Road is scarcely explored.The scope of this paper is confined to the central Asia section of the land Silk Road economic belt.Based on the resource supply and demand and the im-pact of the poor cognition of commodity quality on the countries in Central Asia , it undertakes an in-depth analysis and research into the multi-facet dilemmas faced by China.The paper designs government role, proposes the standard of evaluating and straightens out the related work implemented by Chinese government with the purpose of dealing with poor reputation.From the perspective of great social reputation, improving domestic product quality, compensating reputation as well as crisis mechanism is put forward in order to improve product quality, market ex-tension and restore reputation respectively.In the“cost economy” index, the government should choose appropriate export industries and products to solve the problem of imbalance of the industry and the irrational structure of export commodities.At the same time, the government should use technology innovation to address the issue of rising costs.In the“reasonable return” index, brand renovation is the key to resolve the problem of brand scarcity.Fur-thermore, China is supposed to actively settle trade dispute so as to obtain reasonable reward.
