改革开放以来闽浙两省侨捐政策与落实比较研究

摘　　要：在地方侨捐政策制订上,福建省先行先试,而浙江省则具有后发优势。在推进政策落实方面,两省各有千秋。在一些基础性工作方面,福建省因长期经营,经验丰富;而浙江省在操作性方面有其独特之处,尤其在一些侨捐新问题处理上表现突出。在实效上,两省有诸多相似之处,但在项目引导、捐赠主体等方面也有若干差异。In making the regional policy of contributions from overseas Chinese, Fujian province is first to have a try and Zhejian province has a following superiority. In carrying out the policy, the two provinces have the heights of their abilities. On the basic work, Fujian province has a rich experience for a long time while Zhejiang province has a special merit in operation, especially in dealing with some problems of contributions from Overseas Chinese. In actnal effect, the two provinces are similar in many aspects, but in projects leading and donor subject they are different.
