河南省城市中小学体育场馆向社会开放的现状与对策研究

摘　　要：通过查阅文献及问卷调查等方法,对河南省城市中小学体育场馆向社会开放的现状资料进行梳理,尤其通过实地调研等方法对向社会开放效果较好的试点学校的开放管理措施进行了挖掘。研究认为,充分开发利用现有学校体育场馆设施,是解决人均场馆资源不足的重要途径,但目前开放对象多圈囿于本校师生,还未实现真正意义上的面向社会开放;学校体育场馆对外开放的过程中,应综合考虑自身周边环境等因素及学校自身的经济利益,制定符合自身的对外开放方案。建议:上级主管部门加强政策导向和管理引导,以最大化提高学校体育场馆的使用率及创造必要的经济效益。Through the methods of literature and questionnaire survey, the present situation of Henan province city middle and primary school sports venues open to tile public information on the comb, especially through the field research methods such as open to the social effect of good pilot schools open management measures for mining. Research considers that fully developing and utilizing the existing school sports facilities, will be the important ways to solve venues inadequate resources per capita, but the object more open circle conditioned by the school teachers and students, has yet to achieve open to society in the true sense; In the process of school sports venues open to the public, they should consider their own surroundings and other factors and the school＇s own economic interests, formulated in accordance with its opening to the outside. Suggestion： the competent department should strengthen policy guidance and management guidance, to maximally improve the utilization rate of school sports venues and create the necessary economic benefits.
