基于退耕还林政策的农户生计变化及其影响因素

摘　　要：为改善农户生计和巩固退耕还林成果,并为后续的生态保护政策制定提供参考,利用三峡库区忠县退耕农户的调查数据,基于可持续生计框架理论,归纳分析了农户的生计变化情况,比较了不同类型农户的生计资本差异,并利用Logistic回归模型分析农户生计资本对其生计变化的影响。结果显示,退耕后农户的非农就业时间增多,而生计资本的差异使得其生活状况存在变差、无变化与变好3种结果。人力资本、金融资本、退耕还林面积以及种植生态林与农户的非农就业时间增多呈正相关。提高自然资本和金融资本能够促进农户生活由变差向无变化转变,提高人力资本、物质资本和金融资本能够促进农户生活由变差向变好转变。The farmer households’livelihood changing situation was analyzed by using the investigation data from farmer households in Zhong County,Three Geoges Reservoir Region based on the sustainable livelihood frame theory,then the difference in livelihood capital of different types of farmer households was compared and finally the effect of farmer households’livelihood capital on livelihood changes was studied by the Logistic regression model to improve farmer households’livelihood,consolidate the achievement of returning farmland to forest and provide a reference for formulating subsequent ecological protection policies.The results showed that the time of non-agricultural employment of farmer households increases but the difference in livelihood capital results in three types of worse,no change and better livelihood situation.Human capital,financial capital,area of returning farmland to forest and ecological forest plantation are positively related to non-agricultural employment time of farmer households.Improving natural capital and financial capital can change farmer households＆#39;livelihood from worse to non change and improving human capital,physical capital and financial capital can change farmer households’livelihood from worse to better.
