西部县域生态文明建设模式探讨:以贵阳市乌当区为例

摘　　要：县域生态文明是生态文明建设的基本单元,在城镇化、工业化不断加快的进程中,县域生态文明建设必须统筹推进经济、社会和环境的发展,实现经济效益、社会效益和生态效益相统一。为加快县域生态文明建设发展,以生态文明建设较为成功的贵阳市乌当区为例,重点分析乌当区开展生态文明建设的实践,从实现进程、实现路径和实现动力方面探讨建设生态文明的乌当模式。得到以下启示:加快生态经济发展是西部地区县域生态文明建设的首要任务,统筹发展社会事业,铺就城乡人民幸福之路是生态文明的目标,产业绿色转型是实现经济发展与生态保护共赢的关键因素。County ecological civilization,the basic unit of ecological civilization construction,should be taken overall consideration to promote the development of economy,society and environment,and achieve the unification of economic benefits,social benefits and ecological benefits.In order to speed up the development of county ecological civilization construction,taking Wudang District of Guiyang City,the ecological civilization constriction of which was successful,as an example,the practice of conducting ecological civilization constriction in Wangdang District was particularly analyzed,and the Wudang Mode was discussed from aspects of achievement process,path and power.It can be concluded that speeding up ecological development was the primary task for county ecological civilization construction in western region.Well-coordinated development of social undertakings,and paving the way to happiness were the targets of ecological civilization,industry green transformation was the key factor of achieving win-win of economic development and ecological protection.
