摘　　要：迄今为止,人类已经建立了三种形式的政府,即统治型政府、管理型政府和服务型政府。统治型政府是在身份差序的基础上建构起来的,当人类社会开始从前工业社会向工业社会演进时,他们在社会契约论所确立的框架下建构起了管理型政府。20世纪80年代以来,为了应对社会治理所出现的危机,政府通过与其他社会主体签订契约的方式来开展合作治理。与社会契约论中的"契约"相比,"新"的契约在契约形式、主体关系、契约作用等诸多方面均有异于社会契约论,这是契约在政府模式变革中发展进化的结果。So far, humans have built three forms of government, that is, Ruling type government, Managed government and service - oriented government. Ruling type government is established on the basis of the identity of difference, when the evolution of human society began to former industrial society to industrial society, they are established management type government under the social contract theory framework. Since the 1980s, in response to social governance of crisis, government through sign contract with other social main body to carry out cooperation governance. Compared with the ＂contract＂ in the social contract theory, the ＂new＂ form of contract is different from the social contract in contract form, main body relations and effect of contract aspects. This is the result of evolution of the contract in the government pattern change.
