普通高校学报用稿问题浅析

摘　　要：普通高校学报在用稿方面普遍存在审稿人把关不严、高质量的稿件外流、被动组稿、人情稿现象较突出、行政干预较突出等问题。要解决这些问题应采取相应措施。如编辑部把好第一关 ;加强编委的初审工作 ;开放稿源 ;实行优稿优酬 ;强化学报编辑的责权利。There exist some problems in university journal paper collection, such as no strict rules in examining and approving process, flowing-out of excellent papers, passive organizing papers, emotional preferences, administrative interferences and so on. Appropriate measures should be taken in order to solve these problems. The editorial department should guard the first step, strengthening examination and approval, opening up sources and prices according to qualities of essays, and empowering the responsibility and right of editorial department.
