“两国一检”通关合作模式初探

摘　　要："两国一检"是指两国在相互尊重独立、主权和领土完整,符合各自国家法律规定以及遵守两国有关协议的基础上,在两国指定的口岸、按商定的方式对进出口货物进行"合作查验,一次放行"的通关新模式。文章从该概念的提出背景、实践基础、积极意义等方面入手,结合广西的实际情况,对"两国一检"的实施模式进行既有针对性又有操作性的探讨。“Two Countries-One Inspection” means with mutual respect for each other＇s independence, sovereignty and territorial integrity and following respective laws and relative bilateral agreements, two trading partner countries shall cooperate in a mode agreed by both sides in inspecting the goods imported in or exported from some designated ports, in which process, the trading goods are inspected only once. In this paper, the author first briefly introduces the background of this concept, existing practices, and positive influences before presenting the possible modes to carry out the “Two Countries -One Inspection” initiative which will be suitable for Guangxi and easily operated.
