新型农业经营体系建设面临的问题及创新性对策建议——基于对天津调查的思考

摘　　要：基于对天津市新型农业经营体系建设现状的调查与思考,发现存在主体不强、链接不紧、效益不高、服务不优和制度不适等五方面问题,这些问题在全国各地不同程度存在,各级政府的政策措施以及有关专家也提出了很多建议。文章在此基础上提出了四方面的创新性建议:积极矫正某些流行的发展理念、思路与做法,回归科学、理性发展思路;深化重点难点领域改革,形成有利于新型农业经营体系发展的顶层制度规范;调整财政支农资金优先序,提高规避规模经营风险支出;激活农业创业潜力,创新农业服务内容。Based on the current situation of the construction of Tianjin new agricultural management system, it is found that there are some problems in the construction of new agricultural management system, such as the main body is not strong, the link is not tight, efficiency is not high, the service is not optimal and system discomfort. These problems are also found in other places in the country in different levels. The government and experts propose many policies and measures. This paper, on the basis of this, puts forward four sorts of innovative suggestions： actively corrected some developing concept, ideas and practices, return to scientific and rational development; Deepening the reform of the difficult areas, form the top system to the development of new agricultural management system; adjusting the priority of financial supporting agriculture budget, avoid operation risk; Activate the agricultm-e business potential as well as the innovation of agricultural service content.
