摘　　要：新型城镇化以人为核心,充分保障农民的各项权利。创新农村社会管理是实现农村社会治理现代化的有效路径,法治是当下创新农村社会管理的一种理性选择。创新农村社会管理的根本问题是农民的权利问题,权利是创新农村社会管理的切入点。农民权利观念是应然权利向实然权利转换的价值根基,对农民权利的促进与实现具有根本意义。The New Urbanization should be centered on human beings and fully protect the rights of farmers. Innovation of rural administration is an effective way to rural modernization, and the rule of law is also a rational choice in rural administration. The farmers＇ rights are the fundamental prob- lem and entry point in the innovation of rural administration. The idea of farmers＇ rights is the base of converting the natural rights to reality, thus of great significance to promote and fulfill such rights.
