我国体育公共服务均等化的评价模型及指标体系构建研究

摘　　要：党的十八届三中全会指出,要通过构建科学、合理的评价指标体系来实施有效的问责机制,以推动政府治理创新。显然,探索体育公共服务均等化评价体系,已经成为未来提升体育治理水平的现实要求。根据体育公共服务均等化的"历时性"与"共时性"特征,从"普惠性"和"水平度"两个角度,构建了我国体育公共服务均等化的"三维双轨"评价模型。依据此模型,通过理论与实践相结合、经验与客观相结合、定性与定量相结合,从"投入"、"产出"和"效果"三个层面,筛选确定了我国体育公共服务均等化的评价指标体系。论文借鉴"AHP"法和熵值法,对其进行了赋权。The Third Plenary Session of the 18th CPC Central Committee pointed out that the implementation of effective accountability mechanism was to build a scientific and reasonable evaluation index system and to promote the innovation of government governance. Therefore, to explore the evaluation system of sports public service equalization has become the practical request of promoting sports governance level in the future. Based on the ＂diachronism＂ and ＂synchronic＂ of sports public service equalization, from the perspectives of ＂benefit＂ and ＂levelness＂, a ＂three-dimensional dual tract＂ evaluation model of sports public service equalization in China was built. According to this model, the evaluation index system in view of input, output and effect was defined with regard to theory and practice, experience and reality, quality and quantity. APH and the entropy method were adopted for its empowerment.
