摘　　要：学术成果的作者、出版机构和机构知识库建设方三者之间的关系是机构知识库建设和发展过程中多方利益相关者的核心和关键问题。机构知识库的建设需要在如下方面平衡机构知识库建设的各方权益:推进政策体系建设,为权益平衡机制的构建奠定坚实基础;制定合理版权协议,为权益平衡机制的构建提供切实保障;运用先进存取技术,为权益平衡机制的构建提供技术支撑。In the process of the construction of the institutional repository, the relationship among the author, the publisher and the institutional repository agency of academic achievements is the core and the key issue of multi-stakeholders. The construction of the institutional repository needs to balance the interest of multi-stakeholders as follows： promoting the construction of the policy system to lay the solid foundation for the construction of the interest banlance mechanism, formulating the reasonable copyright agreement to provide the effective protection for the construction of the interest banlance mechanism, using the advanced access technology to provide the technology support for the construction of the interest banlance mechanism.
