摘　　要：通过对科技政策资源及其优化含义的界定,描述了科技政策资源配置现状,探讨了科技政策资源配置基本维度及其制约因素,提出科技政策资源优化配置应坚持参与配置主体范围最大化、配置结果公共利益最大化及配置结果社会成本最小化3个基本原则。By defining the resources of science and technology policy and its optimization, this paper described research status of science and technology policy of resource allocation, discussed the basic dimensions and restricting factors of policy of science and technology resources allocation, and three basic principles for science and technology policy of resource allocation, that is the range maximum of subject participation allocation, maximum configuration of the public interest and minimum social allocation.
