摘　　要：1912年8月至次年2月,云南按照全国的统一部署,组织开展了第一届国会议员的选举工作。在以蔡锷为首的云南军政府的领导下,云南的选举工作进展顺利并提前完成。这是蔡锷注重加强基层政权建设、推行行政区划调整、改善通信条件、促进民族团结以及认真、务实、高效的工作作风的必然结果。From August 1912 to February of next year,Yunnan organized the first session of congressional election according to the national unified deployment.Under the leadership of Yunnan army government led by Cai E,the process of the election w as smoothly and successfully completed ahead of schedule.It w as the inevitable result of Cai E's strengthening the construction of grassroots regime,attaching great importance to the administrative division adjustment,paying attention to improving the communication condition,promoting national unity and his serious,pragmatic and efficient w ork style.
