摘 要:依据流域水资源配置原则,建立了皖西大别山水源地水资源配置指标体系,运用TOPSIS模型确定各地区水量分配比例,得到各地区配水量,六安市辖的6个县(或区)分配比例总和为61.87%,水量分配达21.97亿m3;合肥市辖的5个县(或区)分配比例总和为38.13%,水量分配达13.54亿m3。再根据"区域对"指标综合优属度的大小关系,以及"区域对"分配水量的大小关系,以诊断水资源配置方案的合理性。结果表明,它们之间存在匹配关系,水资源配置结果合理,体现了各地区用水的公平与效率。The index system of the water resource allocation was set up based on the principle of fairness, efficiency, sustainability and macro-control in the range of Dabie Mountain in West Anhui, and the water resource allocation proportions and amounts were confirmed based on TOPSIS model in different regions. The results indicate that the summation of the water resource allocation proportion reaches 61.87% and the allocation amount reaches 21.97 × 108 m3 in six county (or city) area of Lu, an city, meanwhile the allocation proportion and amount reach 38.13% and 13.54 × 108 m in five county (or city) area of Hefei city respectively. Next the allocation plan of the water resource was diagnosed according to quantitative relationship of the index membership degree and the allocation amount of water resource of "regional correlation". The results show that the allocation of water resource is reasonable and it embodied the fairness and efficiency of the water amount of different regions on account of a matching relationship between them.
