摘　　要：中原崛起是振兴河南的宏伟发展战略,是需要破解很多难题,调动有效资源,持续推进的实践过程。谋划中原崛起,应放眼全国区域竞争格局,乃至经济全球化发展的基本形势,立足转型发展的历史阶段,顺应创新驱动发展的趋势,坚持走"人才强省"之路。着力培育人力资本,是实施中原崛起战略的根本途径和举措。The rise of the Central Plains of China is a grand development strategy that requires all-out efforts from all walks of life to solve long-term and immediate challenges ahead, mobilize all resources available, and press ahead steadfastly with its finalization. In order to revitalize the Central Plains of China, we need to adopt a broad- minded approach, domestically and globally, seize the strategic opportunities that history bestows on us, comply with the innovation-driven development mode and trend, and stick to the path of ＇ reinvigorating Henan Province through human resource development＇. However, the fundamental means and measures of the bid to revitalize Central China lie in human capital development in the long run.
