摘 要:随着我国教育改革的不断深入,高等教育原有的管理体制的弊端逐渐暴露,其中最为明显的就是高校管理的行政化模式。长久以来在我国高等教育的管理体制中,高校行政管理对教育资源配置和学术权力有着极强的干预,这在无形中了抑制高等教育发展的活力;在高等教育迅速发展的社会大背景下,实现我国高等教育管理的规范化显得尤为重要,由此引发的新一轮大学章程建设,为高等教育管理体制去行政化改革提供了良好的机遇。本文以中国人民大学章程为例,重点论述了大学章程的意义和发展历程,以及大学章程在实现高校行政职能转变中发挥的重要作用。With the development of education reform in our country, the drawbacks of original management system of higher education gradually exposed, of which the most obviously was the administrative pattern of management in colleges and universities. For a long time, in the management system of higher education in China, the administration had a strong intervention in the allocation of educational resources and academic authori- ty, which inhibited the vigor of education in the invisible. The standardization of higher education in our country's in education management played an important role in the con- struction of a new round of university statutes in the social background of the rapid devel- opment of higher education. As a result, it provides us with a good opportunity for the administrative reform of higher education management system. Taking RenMin Universi- ty of China as an example, this paper discusses the significance and development of uni- versity constitutions, as well as the important role it plays in the transformation of the u- niversity administrative functions.
