奥菲《福利国家的矛盾》中的福利国家危机管理理论探析

摘　　要：克劳斯·奥菲作为法兰克福学派的杰出代表,他在马克思有关资本主义经济危机理论的基础上,提出了"第二层次的危机"的概念。他把危机划分为"偶发危机"和"过程危机",并从过程危机的角度分析了福利国家内部结构性要素间的矛盾。他认为,福利国家中财政资源、行政理性和合法性资源等的匮乏会使福利国家迟早面临危机。奥菲关于福利国家危机管理的理论为20世纪中后期福利国家研究奠定了坚实的理论基础,也开创了认识福利国家困境的新视野。Klaus Offe ,as an outstanding representative of the Frankfurt school ,put forward the concept of “the second level crisis” which based on Marx＆#39;s theory about the economic crisis of capitalism .He differentiated the crisis into “sporadic crisis” and “process crisis” and analyzed the reason of crisis ,for the contradictions of structural elements .As a result of scarcity of the resources of finance ,administrative rationality and legitimacy ,the crisis of w elfare state is inevitable .Offe＆#39;s research of welfare state crisis has laid the foundation for the latter study in the late 20thCentury and created a new perspective view of the plight in welfare states .
